TA-14 Living Authority Standard (TA14-LAS) A Constitutional Standard for Living Authority, Protected Consequence, and Outcome Closure

The TA-14 Living Authority Standard (TA14-LAS) defines a constitutional governance architecture for consequence-bearing digital, organizational, autonomous, and physical systems. Rather than treating authority as a static permission, the standard defines authority as a continuously re-established condition that remains legitimate only while the reality, evidence, identity, purpose, delegation, consequence capacity, reversibility, and remedy conditions that justified it remain true.

The specification defines canonical namespaces, event-driven state transitions, consequence constitutions, authority leases, consequence budgets, credential custody, one-time execution capsules, Authority Passports, Proof of Restraint, Authority Debt, cryptographic receipt graphs, replay verification, runtime API requirements, conformance levels, executable reference vectors, and governance rules for protected consequence.

The objective is to make irreversible consequence impossible without Living Authority—or independently detectable and verifiable as a violation.

This publication is the canonical Zenodo release of TA14-LAS Version and establishes the constitutional foundation for the forthcoming TA-14 standards family, including Continuous Admissibility Governance (TA14-CAG), Runtime Admissibility Protocol (TA14-RAP), Consequence Constitution Specification (TA14-CCS), Authority Passport Protocol (TA14-AVP), Proof of Restraint Standard (TA14-POR), and Replay Verification Standard (TA14-RVS).
