PoliCorp-GermaParl2-PLUS

PoliCorp-GermaParl2-PLUS comprises parliamentary speeches delivered by members of parliament and government representatives in the German Bundestag from the 1st to the 20th legislative period. The dataset was developed within the framework of Pollux Political Corpora (PoliCorp), an open resource for the access and analysis of processed political text data. The data are organized into individual JSON files, each corresponding to a single legislative period. The dataset fully corresponds to the content available in the PoliCorp web portal as of January 2026.

Raw parliamentary speeches up to September 7, 2021, were sourced from the GermaParl corpus, a comprehensive linguistic dataset curated by the PolMine project. GermaParl covers transcripts of parliamentary debates from September 7, 1949, to September 7, 2021, and comprises of 958,098 speech contributions. Raw parliamentary speeches published after September 7, 2021, were sourced from the Bundestag Open Data project, and comprises 72,186 speech contributions.

Data Description:

The dataset consists of multiple JSON files. Files with the prefix “policorp_lp-” contain speech transcripts from a single legislative period; the number following the hyphen denotes the specific legislative period.

The parliamentarians.json file includes biographical information on members of parliament since 1949, sourced from the Bundestag Open Data project. The original XML data were converted to JSON format, and only those parliamentarians who appear in the speech transcripts are included in the dataset.

The party_mapping.json file provides a comprehensive list of political parties that have been represented in the Bundestag throughout its history.

The metadata associated with each file are documented in the PDF (PoliCorp-GermaParl2-PLUS_metadata_description.pdf) accompanying the dataset. The same information, along with examples of data usage, is also available on our GitHub page: https://github.com/kalawinka/policorp.
