TENIR-Gov: Governance Middleware for AI-Enabled Operational Systems

Authors/Creators

  • 1. TENIR Labs

Description

TENIR-Gov is an open-source governance middleware that sits between decision-producing AI agents and downstream execution environments. It enforces explicit policies, validates operational intents through a neuro-symbolic grammar layer, and persists every governance decision in a cryptographically verifiable Merkle-based audit ledger — independently of any underlying AI model.

Release v1.0.4 (IRON OMEGA R5.0.0) provides: neuro-symbolic validation (LALR(1) grammar + optional LLM fine-tuning), a deterministic policy engine (frozen dataclass contract), a graph-based policy store (Neo4j 5.x), a Merkle epoch audit ledger, an administrative governance plane, a polymorphic UI surface contract, and ledger migration tooling.

Notes

Release v1.0.4 (IRON OMEGA R5.0.0). Validation suite: 557 automated tests (557 passing, 0 skipped). Statement coverage: 96% on tenir_governance. Policy fingerprint (default): cb96dd8d35197ab0.
