From AI Observability to Governance Metrology: Measuring the Behavioral Regimes of Generative AI Systems

Generative AI systems are increasingly deployed in operational, professional, and decision-support contexts. Yet most AI observability practices remain focused on technical telemetry, model outputs, infrastructure performance, or isolated evaluation results.

This position paper argues that the next stage of AI observability should be behavioral metrology: the capacity to measure how AI systems respond under defined and repeatable conditions, establish behavioral reference baselines, and detect significant changes over time.

The paper introduces the concept of behavioral regimes as a practical governance lens. Its purpose is not to certify that an AI system is true, safe, compliant, or universally reliable. Rather, it proposes structured, repeatable measurement as an input to human review, risk management, traceability, supplier assessment, and governance decisions.

NeoMundi Research develops this perspective through longitudinal observation, repeatable protocols, behavioral signals, and operational scoring. The ambition is to contribute to a common language for measuring behavioral variation, detecting silent changes, and governing the operational consequences of generative AI systems.

The paper also outlines a research and industrialization roadmap. This includes the ongoing qualification of the experimental G score and its associated measurement instrument, with particular attention to stability, reproducibility, and the potential identification of behavioral invariants under defined observation conditions. The instrument explores a specific transition between observed coherence and loss of coherence within a thermodynamic-information framework.
