A Publication-Grade Collatz Manuscript with Verification Dossier

We present a finite, externally verifiable manuscript scaffold for a Collatz proof attempt. The
theorem statement is fixed at the outset, each section is organized into definitions, lemmas, proof
strategies, dependencies, and closure checklists, and the final dossier separates proved claims
from assumed and unverified obligations. The structure is intended for later formal verification
and independent expert review.
