Pedagogical pathways to 21st century skills in Ghana's senior high school curriculum

ABSTRACT
Ghana's secondary curriculum identifies twenty-first-century competencies as a central outcome, yet the pedagogical routes through which those competencies are expected to develop are dispersed across policy, subject and assessment documents. This qualitative documentary analysis examined ten official documents issued by the National Council for Curriculum and Assessment, comprising two cross-curricular frameworks and eight senior high school subject curricula. Directed and inductive content analysis mapped pedagogical strategies, learning processes, intended competencies, assessment evidence and enabling conditions. Thirteen strategy families were identified. Learner-centred activity, collaboration, authentic application, project work, problem-solving, inquiry, technology use, inclusion and formative assessment formed the core architecture. The strongest strategy-skill links concerned critical thinking and problem-solving, creativity, communication, collaboration and digital literacy. Cross-subject comparison showed coherent national principles adapted to disciplinary practices. Alignment was strongest between learning indicators and pedagogical exemplars, but weaker in competency assessment, progression across year levels and implementation guidance. A six-layer alignment framework is proposed. The findings establish intended opportunities for skill development, not evidence of classroom enactment or learner attainment.

2026-07-02This research investigates the pedagogical pathways through which twenty-first-century skills are embedded within Ghana's Senior High School curriculum. Recognizing that competencies such as critical thinking, creativity, communication, collaboration, and digital literacy are essential for preparing learners for the demands of the modern world, the study examines how these skills are represented across national curriculum policy, subject curricula, and assessment frameworks. The study employed a qualitative documentary analysis of ten official curriculum documents published by Ghana's National Council for Curriculum and Assessment (NaCCA), including two cross-curricular frameworks and eight Senior High School subject curricula. Using both directed and inductive content analysis, the research identified pedagogical strategies, learning processes, intended competencies, assessment practices, and enabling conditions that support the development of twenty-first-century skills. The findings reveal thirteen major pedagogical strategy families, with learner-centred instruction, collaborative learning, authentic application, project-based learning, problem-solving, inquiry-based approaches, technology integration, inclusive teaching, and formative assessment forming the foundation of competency development. Strong alignment was observed between pedagogical approaches and the promotion of critical thinking, creativity, communication, collaboration, and digital literacy across subject areas. However, gaps remain in competency-based assessment, progression across grade levels, and practical implementation guidance. To address these challenges, the study proposes a six-layer curriculum alignment framework that strengthens coherence between curriculum intentions, pedagogy, assessment, and competency development. This study contributes to curriculum research, educational policy, and pedagogical practice by providing a comprehensive analysis of competency-based education within Ghana's secondary education system. The findings are valuable for curriculum developers, education policymakers, teacher educators, researchers, and practitioners seeking to strengthen twenty-first-century skills through effective curriculum design and learner-centred teaching approaches.
