This release defines TA-14 Admissible Non-Occurrence Architecture as the parent category governing proof of non-occurrence itself. It distinguishes non-occurrence proof from block logs, dashboards, safety alerts, pre-inference vetoes, and retrospective compliance notes.
The architecture establishes the ANO-7 Non-Occurrence Proof Engine, the Admissible Non-Occurrence Record, the Evidence Attachment Index, the Non-Occurrence Scoring Rubric, the Admissible Non-Occurrence Claim Certificate, the Non-Occurrence Memory Register, the Non-Occurrence Procurement Addendum, and the Challenge and Reversal Pathway.
The central claim is that prevention is not merely a stop, refusal, alert, or blocked event. Prevention becomes admissible only when the non-occurrence can be proven, bounded, challenged, valued, certified, remembered, or revoked without contaminating reality.
