LOCUS Architecture is an integrated cognitive framework designed to govern human-AI delegation. It addresses a structural risk that precedes alignment and safety: the silent erosion of human executive authority through frictionless cognitive offloading.

This CORE document defines the fundamental operational distinctions of the architecture: the boundary between delegable computation (Potentia) and non-delegable executive authority (Potestas), the bifurcation of hallucination into statistical and teleological, and the implementation of Hormetic Friction as a structural constraint against algorithmic overprotection.

It serves as the constitutional baseline for evaluating, auditing, and routing jurisdictional authority in exocortical systems.
