OpenAIRE has been operating as an e-Infrastructure provider for Open Scholarly Communication since 2009 and was established as a non-profit organisation in 2018.

The OpenAIRE Strategy 2026-2028 builds on the foundations of the previous Strategy 2023-2025 and reflects the collective vision of the OpenAIRE membership in a rapidly evolving landscape shaped by artificial intelligence, research sovereignty, trust, and digital transformation. Developed through a community-driven process led by the OpenAIRE Open Science Strategy Standing Committee, it sets out how OpenAIRE will contribute to advancing Open Science over the coming years.

The strategy defines five key strategic priorities: building trusted Open Scholarly Communication Infrastructures, championing responsible AI in research, driving insightful Open Science monitoring, building capacity for a skilled Open Science community, and ensuring legal clarity for responsible Open Science.

This presentation was delivered during the launch event of the OpenAIRE Strategy 2026-2028, titled "Open Science in a World of AI, Trust, and Sovereignty: Launching the OpenAIRE 2026-2028 Strategy," on 22 June 2026 and provides an overview of the strategic vision, priorities, and actions that will guide OpenAIRE’s work and community engagement over the next three years.
