Description
We propose a unified geometric framework based on a three-node SU(3)-flavor root lattice, a five-
dimensional Randers/Finsler phase space, and a T
17 compactification. This construction naturally
yields an 8/9 (dark/on-plane) versus 1/9 (electromagnetic/off-plane) splitting in the neutrino sector via an off-plane holon displacement.
Observable consequences include neutrino anomalies, anisotropy toward Sgr A∗, and dark matter dominance, all interpreted as geometric effects. The framework yields testable predictions for existing IceCube, short-baseline, and CMB dat
