Bridging the Implementation Gap in Agrivoltaics: A Governance and Climate-Finance Readiness Framework for Egypt

Background: Agrivoltaic systems, the co-location of solar photovoltaic generation and agricultural production on the same land are increasingly recognized as a response to the water-energy-food (WEF) nexus pressures facing arid and semi-arid economies. Global capacity has grown from approximately 5 MW in 2012 to over 14 GW in 2021, yet deployment in the Middle East and North Africa (MENA) region remains marginal despite acute resource constraints.

Research Problem: The existing literature treats agrivoltaics primarily as a technical optimization problem and treats climate finance primarily as a generic capital access problem. No published framework integrates governance, blended finance readiness, ESG, and the WEF nexus into a single institutional architecture for agrivoltaic deployment in emerging African economies.

Methods: This paper develops the Hafez Framework for Governance through a four-stage synthesis: (i) systematic review of recent agrivoltaics literature (2019–2026); (ii) comparative policy review across jurisdictions with mature agrivoltaic policy (Germany, France, Japan, China, South Korea); (iii) climate finance analysis drawing on multilateral fund reports (GCF, AfDB, IFC, World Bank, IEA PVPS); and (iv) governance gap analysis grounded in MENA renewable energy practice. The paper offers a conceptual contribution; empirical validation is identified as a priority for subsequent research.

Findings: The framework articulates five interlocking principles: auditable governance, blended finance readiness, food-energy-water integration, institutional compatibility, and embedded ESG. The paper further identifies four governing trends in African climate finance and demonstrates how the framework operationalizes each. Comparative reference is made to India, Kenya, Germany, France, and Japan as illustrative cases of institutional architecture preceding scaling.

Conclusions: Agrivoltaic deployment in Egypt and comparable developing economies appears to be constrained primarily by governance capacity, not by technology or capital availability. The Hafez Framework offers a candidate architecture for closing this implementation gap, with direct applicability to other developing nations facing similar institutional constraints. The framework remains conceptual at the present stage; its principles are intended to be empirically tested through forthcoming pilot deployment and through expert validation studies in subsequent work.
