Description

This framework details the methodological underpinnings of the USMED (Upskilling workers of SMEs with low Digital intensity) project, designed to facilitate data-driven digital upskilling in the Accommodation and Food sector. The methodology integrates diagnostic evidence from the Digital Skills Assessment Tool with organizational digital maturity indicators to inform the design of modular, sector-specific Open Educational Resources. By employing an ADDIE-based instructional design approach and a dual-layer pathway logic, this framework provides a scalable model for vocational education and training providers to support digital competence development aligned with European reference frameworks (DigComp 3.0).
