PowerAtlas CO2 Snapshot v2: current web-atlas asset-level measured and modelled power-plant emissions subset

Frozen 2026-07-05 citation snapshot of the current PowerAtlas web-atlas asset-level CO2 subset: 4,155 power plants, including 1,157 regulator-measured US EPA / EU ETS records and 2,998 Climate TRACE modelled records across 42 countries, totalling approximately 7.516 Gt CO2/year. This v2 release is aligned with the current PowerAtlas generator logic after deduplication, placeholder filtering and provenance fixes.
