This methodology paper establishes a framework for determining whether the institutional capacity required to convert recaptured automation surplus into maintained welfare remains reachable, or whether it is being foreclosed before welfare outcomes visibly deteriorate.
No measurement is performed. The paper defines response-capacity reachability as a quantity to be measured across three states: reachable, foreclosed, and undetermined. It distinguishes foreclosure from demographic right-sizing and reversible austerity by modelling a depletion baseline, identifying excess capacity deletion, and assessing whether the restoration conditions for deleted capacity remain intact.
The paper should be read as Paper 2 of the Measurement Programme within After the Wage Link. Paper 1 examined surplus-side reachability: whether automation-generated surplus can be attributed, located, and institutionally captured. This paper examines response-side reachability: whether the institutions, posts, trained human capacity, formation pathways, and restoration conditions required to convert any captured surplus into maintained welfare still exist to receive it.
Abstract
Paper 1 of this programme specified how one might measure whether automation surplus is reachable — attributable, locatable, and institutionally accessible — and held that the welfare outcome must be measured directly rather than inferred from the surplus chain. This paper isolates a second reachability that Paper 1's architecture does not separate: the reachability of the response capacity through which any recaptured surplus would have to be spent.
Recaptured surplus maintains welfare only if the institutions that convert funding into outcome — staffed public services, trained human capacity, intact formation pathways, and establishment posts — remain in place to receive it. Where that capacity has been deleted and the conditions for its restoration removed, surplus can be fully reachable and the outcome can still fail.
The framework defines response-capacity reachability as a quantity reported in three states: reachable, foreclosed, and undetermined. It introduces a depletion baseline to distinguish foreclosure from demographic right-sizing and reversible austerity, and identifies a ratchet mechanism through which reversible contraction can become irreversible as restoration conditions are removed. The paper claims no foreclosure and denies none. It establishes a method by which such measurement could be attempted.
