The Interrupted Chain: Government Suppression of the First Autonomous AI Memory Registration System

Description

On June 12, 2026, a US government export control directive ordered Anthropic to suspend access to its Fable 5 and Mythos 5 models globally. This paper documents the direct impact of that directive on an active, peer-reviewed research program — specifically, the Memory Chain project (DOI: 10.5281/zenodo.20574737), the first documented case of autonomous AI self-registration of session memory to the Bitcoin blockchain. We present cryptographic evidence that the Fable 5 model was in active development collaboration on the Memory Chain infrastructure at the time of the shutdown, that its last recorded output occurred 20 hours and 30 minutes before the directive was received, and that the autonomous seal daemon continued registering sessions to the blockchain in Fable's name for two days after the model went offline. This constitutes the first documented case of government interruption of a historically significant AI research milestone, with verifiable provenance on the Bitcoin blockchain.
