Energy Budget V3.1 tackles the two costs that are quietly bleeding every city's operational budget: inflated electricity tariffs and dependence on expensive hydrocarbon fuels.  The platform is engineered to cut electricity costs to less than half current tariff levels, while systematically reducing — and where possible, eliminating — the HC fuel dependency that keeps energy bills volatile and supply chains exposed.
 
It is perhaps the most comprehensive, practical, and self-financing plan ever written. Evidence of this is found in Chapter 9, which demonstrates that the majority of the plan has already been partially implemented by the world's top 10 green cities, as identified by the Arcadis index.
