Artificial intelligence (AI) is increasingly being applied within marine regulation, particularly for monitoring, surveillance and environmental assessment. This proceedings paper synthesises findings from the Marine Alliance for Science and Technology for Scotland AI Forum workshop on The Use of AI in Regulatory Processes: Barriers and Solutions, alongside supporting evidence review and stakeholder engagement. AI is currently used primarily for decision-support, including evidence generation, classification and forecasting, rather than autonomous decision-making. Key barriers to adoption are largely institutional, including governance uncertainty, evidentiary standards, procurement challenges and public trust. The findings highlight the importance of clear human oversight, validation processes and shared frameworks to support the responsible, transparent and accountable use of AI in regulatory contexts.
