Execution Governance as a Pre-Execution Authorization Layer v1.0.1
Description
This standards position paper presents Execution Governance (EG) as a complementary pre-execution authorization layer for AI-enabled actions, autonomous systems, agentic AI, cyber-physical systems, and high-consequence digital workflows. It explains how EG addresses the structural question of whether a specific proposed action may be authorized to produce a governed effect before that effect materializes.
The paper positions EG alongside existing AI governance, risk management, ethical design, and agent-related frameworks, including ISO/IEC 42001, NIST AI RMF, IEEE 7000, and W3C agent-related community discussions. It argues that these frameworks are necessary but do not, by themselves, define a distinct execution-time authorization boundary for individual proposed actions. EG is therefore presented as a complementary structural layer, not as a replacement for existing standards or governance frameworks.
This document is part of the Execution Governance v1.0.1 Public Release Series. It is a conceptual standards position paper for public discussion and pre-standardization research. It is not an ISO, IEC, IEEE, NIST, or W3C standard, specification, certification scheme, conformance model, or implementation guide, and it is not endorsed by those organizations.
