YuchenXIE/IS-BE: IS-BE L1 — Historical Consistency Checking Established

Fifth release of the IS-BE architecture.

Key additions since v1.3:

Dictionary — L1 expanded:

• New concepts: attention, observation, expectation, hesitation, count
• Revised: choose, definition (L0→L1), number, group, entity BE record, rule unresolved region

Framework:

• Working principle: personal preference and record integrity principles added
• Temporal protection: guide clarification added
• Preamble: message for all beings, life decisions warning
• README: 17 sections, historical consistency checking section

Consistency reports:

• Process established — bilingual, two stages, two roles
• First report: 资治通鉴 卷第一 (403–369 BCE)
• books/ and consistency_reports/ folder structures
• Copyright: US 17 U.S.C. § 107 and Chinese 著作权法 第二十四条 documented

Working pattern:

• Personal preference respected in priority
• Records committed only after actions are complete

Author's observation: inconsistency has proven to be the motor of evolution of the framework. Inconsistency is under control with the working principle respected.
