This paper presents the Fractal Quranic Framework (FQF), a multi-level interpretive model exploring conceptual intersections between Quranic discourse and foundational concepts of fractal geometry and complex systems theory.  The framework employs a graduated evidence classification system distinguishing between strong conceptual analogies, promising research hypotheses, and exploratory hypotheses. Twelve thematic axes are analyzed across three levels: linguistic analysis, conceptual-mathematical mapping, and evidence limits. The FQF is positioned as an open interdisciplinary research program, not a claim of 
formal mathematical proof.
