The existence of particles as discrete, persistent entities remains an unresolved foundational
problem in physics. Standard approaches assume particles as fundamental objects or impose
quantization through external postulates. In this work, developed within the Theory of Imbal
ance of Energy (TIE), particles are instead shown to emerge necessarily as persistent quantized
domains arising from accumulation–resolution imbalance under finite propagation and coher
ence constraints. Without introducing new forces, fields, or microscopic assumptions, particle
discreteness, stability, mass, inertia, and identity are derived as structural consequences of de
layed resolution dynamics. This paper establishes why particles must exist at all, clarifies the
conditions under which persistence arises, and delineates the limits beyond which particle iden
tity ceases. Quantitative interaction laws and numerical constants are intentionally deferred
to subsequent papers, positioning this work as a constructive ontological foundation for later
dynamical and predictive developments within TIE.
