Add support for multibase-encoded multihash file digests for resource integrity verification following W3C VC Data Integrity specification.

Update cwl-utils>=0.42 to handle internal TypeError on None reference when processing CWL definitions with JavaScript parser. This is mostly to avoid sporadic check-links errors when generating documentation details, which is the only place it has been observed so far, not within in actual Process runtimes (relates to common-workflow-language/cwl-utils#137).
Allow Accept-Profile reporting within Job Inputs parameters to contain <> without failing validation.
