East and Southern Africa Coastal and Ocean Futures: Future scenarios for countries of the Western Indian Ocean and the Northern Mozambique Channel

Description
The 'futures' described in this publication focus on a subset of countries in the Northern Mozambique Channel, where
the discovery of massive natural gas resources in some provides a plausible investment driven pathway from low to middle or even high income status. But the outcome for citizens depends on the quality of governance and how wealth is shared. The scenarios thus focus on four options, contrasting high versus low governance and high versus low investment through four fictional countries over a single generation, from 2018-2035.
The stories use the metaphor of an ocean journey, evoking the potential wealth from the sea, the role of coastal and maritime trade in the countries’ histories and futures, and the importance of ocean and coastal ecosystems in providing income and non-income benefits to people (such as livelihoods for the poor and adaptation to climate change). Their titles – ‘slow but sure’,
‘riding the wave’, ‘pirate ship’ and ‘all pain no gain’ - reflect aspects of both the excitement and the risks of sailing the seas.
