elemets/rosla-pipeline: Regex Classifier + General Drug Use Terms

An update to the pipeline that includes:

• Integration of the NFLIS database of substances and regex classification thanks to @fabriceyhc
• Additional regex rules for detecting general drug use terms that were previously not detected e.g. "DRUG USE", "DRUG INTAKE".
• Updated readme instructions outlining how to use the new pipeline
