The People's Voice Coin: Blockchain-Based Decision Quantification and Nebulized Power Architecture

Contemporary societies face a fivefold crisis in public discourse: zero-cost voice produces a "lemons market"
where misinformation outcompetes truth; individual decision-making ability lacks any quantitative
evaluation framework; centralized power architectures lack effective self-correction mechanisms for peaceful
power transition; material abundance paradoxically coexists with spiritual emptiness and the loss of faith, as
youth are trapped in algorithmic hedonism and retirees find no channel for their accumulated judgment; and
unconstrained debate inevitably degenerates into sophistry, with no objective arbiter to terminate disputes.
This paper proposes the People's Voice Coin (PV Coin) — a blockchain-based prediction market system that
transforms subjective judgments on public events into quantifiable economic gains and losses, thereby
creating a continuous, traceable record of individual decision-making competence. The mechanism directly
addresses each crisis: trading with real stakes eliminates zero-cost voice; P&L records quantify judgment;
continuous market-driven power reallocation enables peaceful transitions; participation-as-spiritual-pursuit
provides a channel for meaning; and the price mechanism itself — captured in the principle "Stop talking,
watch the price" — serves as an objective, authority-independent arbiter of disputes. Building on this
mechanism, we introduce the Nebulized Power Architecture, a novel governance paradigm modeled on
stellar dynamics that enables power to flow along pathways of demonstrated ability rather than bloodline or
private interest. The paper provides a complete mechanism design including PV Coin issuance, automated
market making, derivative coin architecture, and community governance rules, and extends the analysis to a
distant horizon in which the system may serve as a civilizational operating system — growing, as the
epigram states, "the forest of communism from the very soil in which capitalism is rooted." We contextualize
the proposal against recent empirical findings: prediction markets achieving 90–95% accuracy (Brier score ≈
0.09) and 63.5B annual volume in 2025; DAO governance exhibiting Gini coefficients exceeding 0.93 and
average participation rates of 6.3%; and social media misinformation costing approximately 6 billion
annually in advertising revenue alone
