D2.6 Ethics and Intersectional Inclusivity Framework – final version

As part of Task 2.2, the CommuniCity project developed a framework based on ethics and intersectional inclusivity, to guide community-driven innovation. The Ethics and Intersectional Inclusivity Framework blends social and technical dimensions to support ethical practices in open calls and pilots and draws on benchmarks of existing models and a broad range of theoretical discussions.
This means scoping ethics and inclusivity from both social and technical perspectives and focusing especially on the open call rounds and piloting within the limits of the project plan. Furthermore, intersectionality helps to develop strategies for dismantling systems of marginalisation, discrimination and oppression and claims that any solutions to the defined challenges must recognise and address the experiences of marginalised and/or vulnerable groups.


The Framework highlights the importance of recognising power dynamics, favouring co-creation with people whose lives the pilots touch upon, considering non-technological solutions and maintaining inclusive practices. It also recommends establishing mechanisms for anticipating and mitigating unintended consequences, thus ensuring that pilots promote equity, accountability, and long-term community trust.
The report consists of background notes and contexts for the key dimensions of the Framework, explaining the approach and reasoning behind the framework, and selected parts of the framework tool itself. The full version of the Framework is available on CommuniLab. The overall end goal has been to develop a framework that promotes ethical and inclusive piloting in the EU beyond the project’s timeline. Our assumption behind this task is that while corresponding and complementary frameworks do exist, the need remains for a framework that synthesizes the three angles of ethics, intersectionality and inclusivity.
In comparison with the initial Framework published in October 2023, the final version targets cities more explicitly. It suggests a way for realising inclusivity based on ethics and intersectionality as a cross-cutting dimension in the CommuniCity open call and piloting landscape. While it stands alone as a report, this framework also belongs to the series of the WP2 deliverables that complement each other.
