Open Source Indicator Design and Policy Recommendations
Description
This deliverable report presents initial outputs from the OSAwards.eu project, which aims to enable Europe’s strategic digital autonomy through tighter integration of Open Source Software and Hardware. By developing a system of annual awards and a comprehensive framework for measuring adoption, impact, and sustainability, the project establishes multi-level indicators based on GitHub activity, classical innovation metrics, and stakeholder engagement with funding bodies. Early findings highlight adoption growth and core sustainability challenges in security, maintenance, and innovation, producing candidate metrics for use in policy, evaluation, and tool development. The next project phase will further validate these indicators through stakeholder focus groups and quantitative analysis on country and organisational levels, leading to a unified assessment model for European open source technologies.
