Atmospheric blocking as a serendipitous encounter between traveling storms and periodic seeds

This version includes the following updates:

1. Added demo data (./demo_data): including intermediate results (e.g., blocking labels and event dates, tracks, BAM index, to facilitate code verification and workflow testing.
2. Added Tested Environment description. Added ./environment.yml and ./cdoVersionInfo.txt file to document the software environment and package dependencies required to run the analysis workflow.
3. Added Expected Runtime description.
4. LICENSE added
