Abstract
Chaos, in mathematics and physics, is not the absence of order — it is order in disguise. This 
article proposes that numbers are not mere descriptors of chaos but its correction mechanism: 
the instrument by which the universe transforms apparent disorder into measurable harmony. The 
Perez Hourglass Universal Order (PHUO) refers to the fundamental ordering principles of the 
Perez Hourglass fractal structure — a self-similar, parity-enforced geometric framework 
discovered by Jean-Claude Pérez in 2025 [1]. Building on Chaos Theory [5,6], Fibonacci 
mathematics [11,12], and the Perez Hourglass framework (PHFE, PHAM, PHAB) [1,2,3,4,5], we 
introduce the Hourglass as the universal bridge between the two poles of reality — matter and 
antimatter, entropy and structure, chaos and beauty. Theorems 7 and 8 demonstrate that this 
bridge is not metaphorical but mathematically necessary [1]. The number 1 emerges as the 
universal common denominator: the minimal unit through which four independent scientific 
domains — mathematics, electromagnetism, genomics, and dynamical systems — converge on 
the same 1° angular interval [4,15] and, in doing so, reveal the hidden architecture of the whole.
Jean-Claude PÉREZ’s Universal Evenness Theorem (UET) — Foundation of the PHUO: 
Every sum or difference of corresponding elements in the Hourglass's northern and southern 
hemispheres results in an even number, enforcing strict parity across the entire structure and 
guaranteeing universal order at every scale [1,19].
