EthicalSwarm — A Governance Framework for Ethically-Bound Multi-Agent Systems

A governance framework that makes ethical conduct a propagating, inheritable property of multi-agent AI systems: six machine-readable ethical invariants, an ethical capsule, recursive accountability (ethical inheritance — 'copyleft for conduct'), and a legitimacy-not-enforcement model. The ethical-perimeter complement to AIDL and CogStack. Published openly as a contribution and as prior art under the MIT License.
