Participation of the Azerbaijani Representative at the 11th International Gas Congress (Moscow, 1970)
Description
This working paper, based on the official documents of the 11th International Gas Congress (Moscow, 9–13 June 1970), analyses the nature of participation by Abutalib Mir Aga oglu Abdullaev (in Soviet documents, Abutalib Miragaevich Abdullaev), Head of the Chief Gas Administration under the Council of Ministers of the Azerbaijan SSR (Glavgaz of the Council of Ministers of the Az. SSR), in this international scientific and technical forum. Unlike the Hamburg Congress of 1967, where Abdullaev participated exclusively in an administrative-expert capacity, in Moscow he appeared as a co-author of the official Section D report. The study shows that this change in status reflected both the strategic rise of Azerbaijan within the Soviet gas system following the launch of the IGAT-1 project and Abdullaev’s personal professional standing at the all-union level.

Bu işçi materialda XI Beynəlxalq Qaz Konqresinin (Moskva, 9–13 iyun 1970-ci il) rəsmi sənədləri əsasında Azərbaycan SSR Nazirlər Soveti yanında Baş Qaz İdarəsinin (Az. SSR Nazirlər Soveti Baş Qaz İdarəsi) rəisi Abutalıb Mir Ağa oğlu Abdullayevin (Sovet sənədlərində Абуталыб Мирагаевич Абдуллаев / Abutalıb Mirağayevich Abdullayev) bu beynəlxalq elmi-texniki forumda iştirakının xarakteri təhlil olunur. Abdullayevin müstəsna olaraq inzibati-ekspert qismində çıxış etdiyi 1967-ci il Hamburq konqresindən fərqli olaraq, o, Moskvada artıq D seksiyasının rəsmi məruzəsinin həmmüəlliflərindən biri kimi iştirak etmişdir. Araşdırma göstərir ki, statusun bu cür dəyişməsi həm IGAT-1 layihəsinin işə salınmasından sonra sovet qaz sistemində Azərbaycanın strateji mövqeyinin yüksəlməsini, həm də Abdullayevin ittifaq səviyyəsindəki şəxsi peşəkar nüfuzunu əks etdirirdi.

В настоящем рабочем материале на основе официальных документов XI Международного газового конгресса (Москва, 9–13 июня 1970 г.) анализируется характер участия начальника Главного газового управления при Совете Министров Азербайджанской ССР (Главгаза Совмина Аз. ССР) Абуталыба Мирагаевича Абдуллаева (азерб. Абуталыб Мир Ага оглы Абдуллаев) в этом международном научно-техническом форуме. В отличие от Гамбургского конгресса 1967 года, где Абдуллаев выступал исключительно в административно-экспертной роли, в Москве он участвовал уже как один из соавторов официального доклада секции D. Исследование показывает, что это изменение статуса отражало как стратегическое возвышение Азербайджана в советской газовой системе после запуска проекта IGAT-1, так и личный профессиональный авторитет Абдуллаева на союзном уровне.
