PFUSRC‑009: Information as Anchoring — The Ψ‑Ξ Dual Anchoring and \boldsymbol{\beta_1} Global Anchoring Operator: A Unified Theory of Information Transmission

Conventional mainstream theories including Shannon information theory, quantum information, molecular biology and neuroscience can quantify information carriers yet fail to define the ontological essence of information and the physical origin of semantic meaning. Grounded on the complete PFUSRC axiomatic framework and the Ψ‑Ξ dual‑anchoring model derived from the Spirit Pendulum experiment (PFUSRC‑17), this paper puts forward the Ninth Axiom of PFUSRC: information is defined as the inherent anchoring relation between the Noetic End \Psi and the Affective End \Xi, while \beta_1 serves as the universal topological operator responsible for all anchoring implementation.

The proposed model consistently explains classical communication, quantum entanglement & teleportation, DNA inheritance, neural information processing, measurement collapse, black hole information paradox and macroscopic Black Swan incidents without contradiction.
