Methods and Algorithms for Assessing the Resilience of Urban Information Infrastructure under Environmental Uncertainty

Description
This preprint presents a conceptual and methodological framework for assessing the resilience of urban information infrastructure under conditions of environmental uncertainty. The study explores adaptive methods, probabilistic modeling, network analysis, and artificial intelligence approaches for forecasting risks, modeling cascading failures, and improving the resilience of urban cyber-physical systems. Special attention is given to wartime and post-war urban environments in Ukraine, where digital infrastructure resilience has become critically important for sustainable city functioning and public safety.
