Pattern catalogue, coded matrix, and asset typology for the directed content analysis of 232 PSTW blockchain initiatives

Description

This deposit contains the open research artefacts supporting the paper “Defining characteristics of public-sector processes for blockchain tokenisation: A directed content analysis of 232 European initiatives”, forthcoming in Government Information Quarterly.

Contents:
- Pattern catalogue (matriz_coder.py): ~700 case-insensitive regular expressions that operationalise the 21 discriminating constructs of the Process Tokenisation
Framework for the Public Sector (PTF-PS).
- Final coded matrix (MATRIZ_filled_v11.xlsx): 232 analysable initiatives x 22 constructs, with the verbatim triggering sentence retained in each non-empty cell.
- Asset typology for the universal O3 construct (PSTW_digitised_assets_v11.xlsx): 33-class manual classification of digitised assets across the corpus.
- Domain Check exclusions (exclusions.csv): the 23 PSTW initiatives whose Description field describes an initiative different from the one named in the Name field, removed from the analysable base.
- Methodology documentation (MATRIZ_methodology.md): full round-by-round audit log from v6 to v11, per-construct pattern refinements, and the FORCE_BLANK override log.

The artefacts enable independent replication of the directed qualitative content analysis applied to the PSTW blockchain corpus extracted in March 2026, and the extension of the same protocol to future PSTW snapshots and to comparable non-European jurisdictional registers.
