Description
MEROS (Methane and Emission Reduction Opportunity Study) is a structured, facilitated methodology for the systematic identification, classification, and reduction of hydrocarbon emissions from oil and gas processing facilities. Modelled on the HAZOP technique, MEROS applies a guideword-based workshop approach anchored in engineering design data rather than operational measurement.
The methodology introduces two design-basis metrics — the Weighted Methane Number (WMN) and Weighted Carbon Number (WCN) — derived from the plant Heat and Mass Balance to quantitatively rank every process stream by fugitive methane potential and flaring CO₂ consequence before construction begins. Priority tiers drive workshop sequencing, LDAR programme design, and capital allocation for emission reduction projects.
This specification defines the MEROS methodology in full: pre-work calculations, workshop process, guideword set (SCAMPERO), release taxonomy, team composition, documentation requirements, lifecycle maintenance, project portfolio development (MEROS Projects), and independent verification framework (MEROS Verified). Peer review and commentary from the academic, standards, and practitioner communities are invited.
