Description
A novel uncertainty-aware decision framework is introduced for graph-based disaster response systems operating under dynamic, noisy, and incomplete information conditions. The model extends traditional routing approaches by incorporating uncertainty as a core parameter in path optimization. Experimental simulations demonstrate improved robustness and stability in evacuation routing under varying levels of environmental and data uncertainty.
