If social systems really are self-closed and communicate only in their own code, then the comforting hope that we can simply explain the danger to them is misplaced.
Luhmann argued that society is made of self-referential systems, each closed in its own code, each able to register the world only on its own terms. Suppose he was right. Then the standard hope of every reformer, that explaining the danger clearly enough will move the institution, is not optimism but a category error. The book takes the theory as correct and sits with the hard conclusion: some warnings are unhearable not because they are unclear but because the system has no ear for them.

- The communicator who keeps failing to get through — The message is clear, true, and urgent, and the institution does not so much reject it as fail to register it, and the communicator blames the wording when the wording was never the problem.
- The sociology-literate reader — Systems theory is often presented as neutral description, and its darker implication, that closure makes some warnings unhearable, is left unspoken.
- The reformer tempted by the explanation strategy — The reformer's whole method is to inform, to make the case, to raise awareness, on the assumption that a system that knew would act.
