Companion Note A v2: Formation, Management, and the Carrying Capacity Crisis — Input-Side Orientation to the Obligation Density Framework

Companion Note A introduces the formation-side recognition of the Obligation Density Programme. The paper argues that advanced societies can become increasingly effective at managing children while simultaneously becoming less capable of producing the adults required to carry the systems that management creates.
Integrating the Geometry of Administrative Amnesia (DOI:10.5281/zenodo.20017659), the paper formalises the quadratic burden geometry M_eff ∝ (∑ n_i ℓ^(i))², the decay law for non-load-bearing fiduciary memory, and the substitution of management for formation. The note identifies the carrying class as the primary locus of civilisational carrying capacity and argues that recovery is structurally available only at scales where fiduciary memory remains load-bearing: households, schools, apprenticeships, extended families, communities of practice, and other relational formation surfaces.

Core structural question: How does a civilisation lose the capacity to form the adults it increasingly depends upon?
This is v2 of Companion Note A. v1 oriented the reader to the formation-side recognition. v2 retains that orientation and adds the integration with the Fiduciary Manifold Series, in particular the Geometry of Administrative Amnesia, which supplies the geometric mechanism by which the apparatus-side configuration becomes structurally inevitable rather than chosen.

Together these papers constitute the first major empirical convergence of the witness architecture developed across the Obligation Density Programme.
Companion Note A addresses the input side of the convergence: the underproduction of carrying capacity through the substitution of management for formation.
Companion Note B addresses the outflow side of the convergence: the overproduction of obligation density through the apparatus’s authorship geometry.
OD_11.5 provides the empirical surface, demonstrating the convergence through ABS Census homelessness data, AIHW reporting, and the published admissions of the homelessness measurement apparatus itself.
The Geometry of Administrative Amnesia provides the geometric mechanism linking the two sides, including the quadratic burden geometry, the decay law for non-load-bearing fiduciary memory, mimicry memory, and the foreclosure of internal restoration.
The four papers are intended to be read as a single structural sequence:
Formation → Obligation Density → Homelessness Surface → Administrative Geometry
or equivalently:
Carrying Capacity → Burden Production → Realised Tail → Witness Limitation
The homelessness convergence is not the origin of the framework. It is where the framework becomes visible.
