Complete compilation of the One-Octonion Brane-Bulk (OOB) framework, Papers 0 through CCLXXVIII (279 numbered papers including Paper 0). Built on the CCLXXIII omnibus base (1686 pp) by appending five papers (1705 pp total): CCLXXIV — AGN-torus 'planets' are protostars: G2 Floquet carbon ignition lowers the dust-to-star boundary to ~0.2 M_sun, with a forced-beta-decay Ni-isotope fingerprint at core collapse. CCLXXV — Carbon-to-oxygen from the kappa=0->kappa=-1 boundary: extending the Nico isobaric sector to the alpha-chain; alpha=quaternion unit, 3a=C / 4a=O, C/O ceiling = 1 via sigma_e7=1/2; LAP1-B (z=6.625) at 0.44 sigma. CCLXXVI — Color charge as hyperbolic phase rotation: Fano vertex structure, Poincare projection, QCD string tension sigma=M_rho^2/pi within 3% of lattice; Nc=3 from Z7 Fano closure; Luscher pi/12. CCLXXVII — The long-period radio transient ASKAP J1745-5051 as an e7-monodromy Berry holonomy: N_rev=2(1-cos theta)=2(1-sqrt(1-R)); total reflection (theta=90deg) gives the observed two Poincare-sphere revolutions; the critical angle theta*=pi/4 gates the hours-long turn-off; an eccentric magnetic dwarf fixes the Poincare latitude (ellipticity); closure via Z2 M_e7=-1. Timing flagged open. CCLXXVIII — Delayed tidal-disruption radio flares as G2-Floquet carbon ignition in the fallback disk: igniting 1e-3 to 1e-1 M_sun of carbon (5.6e17 erg/g) yields 1e48 to 1e50 erg, matching observed delayed-flare energetics; sharp ON/OFF Floquet onset explains the delayed turn-on; the decisive test is the Fe-group / 59Co->59Ni / elevated-C/O nucleosynthetic fingerprint in the ejecta.
