Positioning statement: This working paper is the third publication in the SMINORA research series, building directly upon Minoretskaia (2026a) and Minoretskaia (2026b). Empirical results from the La Rochelle pilot (April–September 2026) will be reported separately.
This article introduces the SMINORA Gap as an autonomous analytical category to analyze the measurable distance between what is administratively declared about a professional or organization and what is actually verifiable by the consumer at the point of decision.
Information asymmetry — as established by Akerlof (1970), Arrow (1963), and Stiglitz (2002) — provides the theoretical foundation. The SMINORA Gap operationalizes this classical framework along three distinct dimensions: the Informational Dimension (verification architecture absent at the point of decision); the Temporal Dimension (episodic verification cannot govern continuous reality — every verification ages the moment it is completed); and the Risk Dimension (the cost of unverifiable exposure is borne disproportionately by the consumer).
Traditional corrective mechanisms — public regulation, mandatory certification, periodic inspection, online reputation systems, and mandatory disclosure — do not close the SMINORA Gap. They relocate visibility or construct an appearance of control. Only real-time verified visibility, accessible to the consumer at the point of decision, constitutes a structural response. The La Rochelle pilot (2026) is introduced as the forthcoming empirical anchor to calibrate Gap dimensions in a real operational context.
The SMINORA Gap is offered to the research community as a universal analytical category applicable wherever a structural discrepancy exists between declared standards and verifiable reality in service markets.
