Handwerk Digital Readiness Index (HDRI): eine offene Signalmethodik und erste Ergebnisse

Description

Der Beitrag stellt den Handwerk Digital Readiness Index (HDRI) vor – einen offenen, automatisierten und reproduzierbaren Index zur Bewertung der digitalen Bereitschaft von Handwerksbetrieben in Deutschland auf Basis öffentlich zugänglicher Unternehmenswebsites. HDRI ergänzt bestehende, überwiegend befragungsbasierte Instrumente, indem er ausschließlich objektiv beobachtbare Signale der Online-Präsenz auswertet und so eine regelmäßige, flächendeckende Beobachtung des Sektors ermöglicht. Die Methodik umfasst einen webbasierten Audit von mehr als 38.000 Domains, ein versioniertes Signalsystem (Ontologie) sowie einen gewichteten Aggregationsalgorithmus entlang sechs Dimensionen: Rechtskonformität, Kontakt & Erreichbarkeit, strukturierte Daten, Barrierefreiheit, Vertrauenssignale und soziale Präsenz. Auf dieser Basis werden quartalsweise Kennzahlen nach Gewerbegruppen und Bundesländern berechnet; die ersten Ergebnisse zeigen ein insgesamt niedriges Niveau der Digital Readiness und erhebliche ungenutzte Potenziale insbesondere bei rechtlicher Absicherung, Barrierefreiheit und strukturierten Daten. Die vollständige Methodik, der Quellcode des Observatory sowie aggregierte, anonymisierte Datensätze werden offen bereitgestellt und können von Kammern, Verwaltungen und Forschungseinrichtungen für Monitoring, Benchmarking und weitere Analysen wiederverwendet werden.

 

 

Abstract (English)

This article presents the Handwerk Digital Readiness Index (HDRI) – an open, automated and reproducible index designed to assess the digital readiness of craft businesses in Germany based on publicly accessible company websites. The HDRI complements existing, predominantly survey-based tools by evaluating only objectively observable indicators of online presence, thereby enabling regular, comprehensive monitoring of the sector. The methodology comprises a web-based audit of more than 38,000 domains, a versioned signal system (ontology) and a weighted aggregation algorithm across six dimensions: legal compliance, contact & accessibility, structured data, accessibility, trust signals and social presence. On this basis, quarterly metrics are calculated by trade group and federal state; the initial results indicate an overall low level of digital readiness and significant untapped potential, particularly in the areas of legal compliance, accessibility and structured data. The full methodology, the Observatory’s source code and aggregated, anonymised datasets are made openly available and can be reused by chambers of commerce, public administrations and research institutions for monitoring, benchmarking and further analysis.

Die Berechnung des Handwerk Digital Readiness Index (HDRI) basiert auf einem vollständig automatisierten Web-Audit von Handwerksbetrieben in Deutschland. Ausgangspunkt ist eine aus öffentlichen Quellen zusammengestellte Grundgesamtheit (Handwerkskammern, IHK, Branchenverzeichnisse), die gemäß Handwerksordnung (Anlage A/B) den Gewerken und gemäß Destatis-Klassifikation sieben Gewerbegruppen zugeordnet wird. Für alle Betriebe mit aktiver Domain werden im Quartal 2026‑Q2 insgesamt 38.121 Websites mit einem standardisierten Pipeline verarbeitet: HTTP/HTTPS‑Liveness‑Check, Crawling der Startseite, DOM‑Extraktion, Lighthouse‑Audit (Performance, SEO) sowie automatisierte Barrierefreiheitsprüfung mit axe-core unter Beachtung von robots.txt und Rate-Limits.

Alle beobachtbaren Merkmale der Websites werden als Signale in einer versionierten Ontologie (ontology.yaml, v1.0.0) beschrieben und in codebook.yaml (v1.3.0) in numerische Scores überführt. Jedes Signal ist durch Wertetyp, Extraktionsstabilität, Extraktorversion und rechtliche bzw. technische Referenz (z. B. § 5 DDG, DSGVO, BFSG, schema.org) charakterisiert. Auf Signaleebene erfolgt eine Normierung auf eine 0‑100‑Skala; fehlende Werte (z. B. nicht erreichbare Domains) werden gemäß einer expliziten Missing-Value-Strategie behandelt und bei der Mittelwertberechnung der Strata ausgeschlossen.

Die Aggregation erfolgt in zwei Schritten: erstens zu sechs dimensionsspezifischen Scores (Rechtskonformität, Kontakt & Erreichbarkeit, strukturierte Daten, Barrierefreiheit, Vertrauenssignale, soziale Präsenz), zweitens zu einem Gesamtindex als gewichtetes arithmetisches Mittel mit dokumentierten Gewichten. Die statistische Auswertung erfolgt stratifiziert nach Matrix Gewerbegruppe × Bundesland; zur Reproduzierbarkeit werden deterministische Zufallsstichproben (Seed-basiert) und k‑Anonymität (k_min = 5) für alle veröffentlichten Segmente angewendet. Alle Konfigurationsdateien, der Auswertungscode und die aggregierten anonymisierten Ergebnisse werden im Projekt-Repository versioniert bereitgestellt und ermöglichen eine Wiederholung und Weiterentwicklung der Analyse durch Dritte.

Methods (English)

The calculation of the Handwerk Digital Readiness Index (HDRI) is based on a fully automated web audit of craft businesses in Germany. The starting point is a population compiled from public sources (Chambers of Crafts, Chambers of Industry and Commerce, trade directories), which is categorised according to the trades specified in the Crafts and Trades Regulation Act (Annex A/B) and into seven business groups in accordance with the Destatis classification. For all businesses with an active domain, a total of 38,121 websites will be processed in the second quarter of 2026 using a standardised pipeline: HTTP/HTTPS liveness check, crawling of the homepage, DOM extraction, Lighthouse audit (performance, SEO) and automated accessibility testing with axe-core, taking into account robots.txt and rate limits.

All observable characteristics of the websites are described as signals in a versioned ontology (ontology.yaml, v1.0.0) and converted into numerical scores in codebook.yaml (v1.3.0). Each signal is characterised by value type, extraction stability, extractor version and legal or technical reference (e.g. Section 5 DDG, GDPR, BFSG, schema.org). At the signal level, values are standardised on a 0–100 scale; missing values (e.g. unreachable domains) are handled in accordance with an explicit missing-value strategy and excluded from the calculation of the mean for the strata.

Aggregation takes place in two steps: first, into six dimension-specific scores (legal compliance, contact & accessibility, structured data, accessibility, trust signals, social presence); second, into an overall index calculated as a weighted arithmetic mean using documented weights. The statistical analysis is stratified by the matrix of business sector × federal state; to ensure reproducibility, deterministic random sampling (seed-based) and k-anonymity (k_min = 5) are applied to all published segments. All configuration files, the evaluation code and the aggregated anonymised results are made available in versioned form in the project repository, enabling the analysis to be replicated and further developed by third parties.
