Governance-Ready AI: Hybrid Governance Framework — Integrating EU AI Act Compliance with Permissioned Trust Infrastructure

This framework document presents the Governance-Ready AI Hybrid Governance Framework, a three-layer architecture enabling continuous, cryptographically verifiable EU AI Act compliance at machine speed. It addresses the governance gap — the structural mismatch between AI system evolution speed and governance framework response capacity — through an integrated combination of policy-as-code, permissioned blockchain infrastructure, and smart contract enforcement.
