Participation of the Azerbaijani Representative at the 10th International Gas Conference (Hamburg, 1967)
Description
Based on the official records of the 10th International Gas Conference (Hamburg, 1967), this working paper analyzes the participation of Abutalib Miragaevich Abdullaev (Azerbaijani: Abutalıb Mir Ağa oğlu Abdullayev), Head of the Main Gas Administration of the Ministry of Communal Economy of the Azerbaijan SSR, in this international scientific and technical forum. The study demonstrates that within the structure of the Soviet delegation, high-level republican executives primarily performed administrativeexpert and state-representative functions. Abdullaev’s status is defined as a combination of an expert-managerial role and official representation of the gas industry of the Azerbaijan SSR within a unified union delegation.

Təqdim olunan işçi materialda X Beynəlxalq Qaz Konqresinin (Hamburq, 1967) rəsmi sənədləri əsasında Azərbaycan SSR Kommunal Təsərrüfatı Nazirliyinin Baş Qaz İdarəsinin rəisi Abutalıb Mir Ağa oğlu Abdullayevin (Sovet sənədlərində Abutalıb Mirağayevich Abdullayev) bu beynəlxalq elmi-texniki forumda iştirakının xarakteri təhlil edilir. Tədqiqat göstərir ki, sovet nümayəndə heyətinin strukturunda respublika səviyyəli ali rəhbərlər əsasən inzibati-ekspert və dövlət-təmsilçilik funksiyalarını yerinə yetirirdilər. Abdullayevin statusu vahid ittifaq nümayəndə heyətinin tərkibində ekspert-idarəetmə rolu ilə Azərbaycan SSR qaz sahəsinin rəsmi təmsilçiliyinin sintezi kimi müəyyən edilir.

В настоящем рабочем материале на основе официальных материалов X Международного газового конгресса (Гамбург, 1967) анализируется характер участия начальника Главного газового управления Министерства коммунального хозяйства Азербайджанской ССР Абуталыба Мирагаевича Абдуллаева (азерб. Абуталыб Мир Ага оглы Абдуллаев) в международном научно-техническом форуме. Исследование показывает, что в структуре советской делегации республиканские руководители высшего звена выполняли преимущественно административно-экспертные и государственно-представительские функции. Статус Абдуллаева определяется как сочетание экспертно-управленческой роли и
официального представительства газовой отрасли Азербайджанской ССР в составе единой союзной делегации.
