Description
Methodology pre-release for an open, reproducible benchmark suite covering NIST post-quantum cryptography standards: ML-KEM (Kyber), ML-DSA (Dilithium), Falcon, SLH-DSA (SPHINCS+), and HQC, with classical ECDH-P256 and Ed25519 baselines.
This release contains the published methodology (hardware classes, OS pinning, perf-counter configuration, statistical method, outlier policy, result-file schema, and acceptance criteria for community PRs). No measurement data is included in v0.0. The first measurement release will be v0.1.
The release is intended to serve as a citable baseline for: (a) public-sector PQC migration planning in India (BFSI, telecom, defence); (b) academic comparison papers needing a reproducible reference methodology; (c) vendor RFP responses citing third-party numbers.
