The manuscript develops the Universal Exactness Audit Protocol (UEAP) as a domain-general framework for evaluating the standing, legitimacy, blocker status, and reportability of claims. UEAP treats exact numerical prediction as one high-strength special case of a broader claim-legitimacy problem. The central question is not whether a claim is useful, plausible, institutionalized, computationally generated, or compatible with available evidence, but whether it is a standing-bearing claim whose target, carrier, admissible alternatives, laundering routes, and reportable form are jointly fixed.
The paper introduces a pre-audit observation frame, a coordinate-exhaustion theorem for status-relevant claim variation, a status-relative legitimacy formula, a Carrier Adequacy Test, a freedom-ledger and skin/content-bearing variation discipline, a laundering taxonomy, ancestry and domain ledgers, evidence-network audit rules, reportability constraints, and a certification theorem for assigning the strongest defensible UEAP status. It also supplies a validator protocol, registry schema, worked pilot audits, and domain deployment manuals.
Three worked audits demonstrate the protocol across different regimes: a representative-invariance audit of the Black–Scholes valuation operator, a formal extension audit for self-adjoint operator extension, and a reportability audit for constrained cosmological transport inference. The appendices provide deployment manuals for science and theory testing, AI/ML benchmark and capability claims, medicine and surrogate endpoints, law/forensics and evidence chains, engineering safety and simulation claims, and forecasting/economics.
UEAP is not presented as a truth oracle, a replacement for domain expertise, or a mechanism for legitimating unsupported assertions by formal vocabulary. It is a claim-audit protocol: it classifies whether a claim has a fixed target, an adequate standing-bearing carrier, a closed freedom ledger, an excluded laundering route set, a preserved report status, and a defensible next action when closure fails.
