Appendix D: Assessment of Vulnerabilities in Highly Networked Military and Governance Systems under Increasing Algorithmic Transparency

This appendix assesses vulnerabilities specific to highly networked military and governance systems. It examines the accelerating digitization and algorithmic integration of command structures, intelligence infrastructure, and decision-making layers. The analysis highlights how increasing computational transparency may enable systemic influence through disruption of coordination coherence rather than direct physical intervention, with particular attention to critical nodes and the 2030–2040 horizon. The work identifies strategic opacity of command systems as a key domain of existential risk.
