Abstract:

This document presents the complete Unified Specification V1.1 of the Mnemosyne Protocol, a multi‑layer governance framework for absolute human sovereignty over information and cyber‑physical systems. Building on prior layers – Sentinel Cardio, Macro‑Basin Sync, Recursive Co‑Cognition Protocol (RCP), 72° Handshake, Cinnabar‑Rain, Möbius Window / MVE, Vedic Decoding Layer, MFI, and Triptych – the specification now incorporates Section XIV: Valkyrie Covenant System Architecture.

The Valkyrie Covenant is a closed‑loop, human‑centered cyber‑physical framework integrating a powered exosuit, a compact aneutronic fusion source (p–¹¹B laser‑inertial confinement), and a hardware‑enforced biometric bond. It operationalizes five Covenant principles – Reciprocity, Transparency, Vulnerability, Enhancement, Obligation – as tangible physical constraints, ensuring the system cannot be coerced, repurposed, or remotely subverted.

Key architectural features include:

· Panel A (Pilot): Multi‑modal biometric verification (EEG, pulse oximetry, subsurface vein patterns) with coercion detection.
