Family Involvement and Community Linkages in Child Development Centers: Practices and Challenges of Child Development Workers in Vintar, Ilocos Norte

This study explored the practices, challenges, and recommendations of Child Development Workers (CDWs) in fostering family involvement and community linkages in Early Learning Programs in Vintar, Ilocos Norte, Philippines. Recognizing that children’s development occurs across multiple environments, the study employed a descriptive research design using semi-structured interviews to gather in-depth insights from CDWs regarding their engagement strategies. Findings revealed that CDWs implement multidimensional practices, including structured communication, collaborative participation, and relational partnerships, which promote trust, cooperation, and shared responsibility in supporting children’s holistic development. Despite these efforts, CDWs face significant barriers, such as limited institutional support, precarious employment conditions, interpersonal and professional boundary challenges with parents, and constrained parental participation due to socioeconomic factors. These obstacles often impede the consistent implementation of family engagement initiatives and place additional demands on CDWs in sustaining program operations. In response, participants proposed recommendations emphasizing respectful communication, active parental involvement, responsive institutional action, and strengthened community and inter-agency collaboration. These strategies align with research highlighting the importance of adequate resources, professional recognition, parental engagement, and collaborative networks in enhancing early childhood outcomes. The study underscores the need for systemic interventions addressing structural, relational, and professional factors, offering context-specific, evidence-based guidance to create more inclusive, responsive, and sustainable early learning environments that improve program effectiveness and support children’s well-being.
