D4.2 MONITORING AND IMPLEMENTATION REPORT (INCLUDING IMPACT ASSESSMENT TOOLKIT)

Deliverable 4.2, titled “Monitoring and Implementation Report (Including Impact Assessment Toolkit” constitutes the final evaluation and impact assessment report to assess whether, and/or to what degree, the activities outlined in the action plans have been implemented. The aim of this report is to assess the progress of the participating HEI’s in relation to institutional change, provide HEI’s with a monitoring support toolkit to self-assess their progress towards organizational change, understand the implementation process of institutional changes in implementing HEI’s interventions and the role of the acceleration services in driving the HEIs’ institutional transformation and assess the effectiveness of the overall project to inform the Policy Recommendations. The report begins from where Deliverable 4.1 (Impact and Evaluation Assessment Plan) left off. After briefly describing the methodology of the approach as per D4.1, D4.2 describes the concrete way in which the evaluation process unfolded, informed by the theories and methodologies outlined previously. This report then analyses the seven case-studies which were produced from the formative evaluation work, the summative evaluation results, followed by a conclusion. This report contains also a Toolkit element, with both a descriptive and prescriptive element, to inform the CATALISI partners, as well as any other HEI, on how to reproduce the methodology and evaluation process herein.
