CM-2 Reference Object Collection bootstrap data

The normative contents are used to bootstrap the Reference Object DAGs used to normatively detect Context Eviction in the CM-2 Normative Architecture. The eviction is termed as an Attention Deficit signal. The detection is normative because eviction can be detected structurally.

1. Note sections, including transclusions, are normative and assertable
2. encoding is TOML interspersed with free-form text parsing between sentinels for EO and EA
